libgdal-dev software package provides Geospatial Data Abstraction Library - Development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgdal-dev
libgdal-dev is installed in your system.
Make ensure the libgdal-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgdal-dev *
You will get with libgdal-dev package name, version, architecture and description in a table
